The Capability Maturity Model (CMM) is a management tool used to guide development of TSMO programs. CMM focuses on six dimensions (Business Processes, Systems & Technology, Performance Measurement, Culture, Organization/Staffing and Collaboration) that work together to support higher performance; recognizes improvements are gradual and evolutionary; helps identify priorities; and lays out the specific actions needed to achieve the next level of capability. The CMM allows agencies to access their maturity within four levels, (Performed, Managed, Integrated, Optimizing) across the six dimensions shown in the graphic below.
Capability Maturity Framework
The Capability Maturity Framework (CMF) focuses on specific TSMO Strategies identified in the CMM that are expected to provide the greatest benefits. It uses the same four levels of maturity in each of the six dimensions, but provides a greater level of detail that is specific to each strategy.
Role of the Stakeholders
The intent is for all stakeholders to take an active role in the project development. This will include participation in the following meetings and review of interim and final deliverables.
