This project will develop a Transportation Systems Management and Operations (TSMO) program plan for the Texas Department of Transportation (TxDOT) Dallas and Fort Worth Districts. TSMO is the integration of transportation strategies through the implementation of multi-modal and inter-modal, cross-jurisdictional systems, services, and projects designed to preserve capacity and improve security, safety, and reliability of the transportation system. TSMO seeks to improve the operation and safety of the transportation system without building major infrastructure.
Although the primary focus of the TxDOT Dallas and Fort Worth TSMO Program Plan will be on TxDOT operations, partnerships with other agencies in the region are a critical part of the plan.
Implementing TSMO in Texas will provide TxDOT with the tools to more effectively manage and operate existing transportation systems, while assessing additional capital investments, resource needs, and business processes that further support improved operations in the future.
TSMO aligns closely with the following TxDOT goals and objectives related to system performance and safety.
Optimize System Performance – Develop and operate an integrated transportation system that provides reliable and accessible mobility, and enables economic growth.
Promote Safety – Champion a culture of safety.
The purpose of the Dallas-Fort Worth TSMO Program Plan is to evaluate how the existing transportation network is functioning with the aim of improving operations.
TSMO strategies have been evaluated and shown to have positive impacts on several key performance measures. The benefits include:
Some of the potential strategies that may be identified and included in the final plan include:
